What is EFC and How to Minimize It
After receiving hundreds of phone calls and emails at our office regarding this topic this week were going to cover one of the most important and confusing aspects of the college financial aid process. That is, Expected Family Contribution or EFC. Before we dive into the exact definition of EFC and how the number relates to the total amount of grant and scholarship money available to your student and what you should specifically do to minimize it lets first begin by putting EFC into context into how it relates to the larger picture of what the financial aid process is.
The Definition and Purpose of Financial Aid
From the perspective of the United States Government, the financial aid process should have begun many years ago when your children were quite small. In fact, at age 6 Uncle Sam expected that you would start saving for your child, at first in small increments, gradually increasing the amounts as your child got older and your earnings grew. Like many financial planners and other investment professionals may have suggested to you in the past, saving for your child's education through a mixture of stock funds, treasury bonds, 529 plans etc was the key to insuring that your child would have money available for college. The problem of course is with today's high mortgage payments, car notes, credit card debt and other new expenses occurring constantly this type of savings plan for most families was just not an option.
As a result of the fact that most families cannot afford to pay the full cost of four years of college; federal and state governments as well as most Colleges worked together to create a new industry to bridge that gap known as the financial aid industry. This industry was created by bankers, investment analysts, Colleges and the Governments and therefore parents with highest levels of knowledge in finance, college admissions policies and tax strategy and planning typically come out way ahead. Not the parents who really need the financial aid. Big surprise…
Standardized Need
So while your student continues to work on increasing their GPA and SAT scores you should start by gathering all your financial records in order to begin applying for financial aid. At minimum, you need to fill out a standardized need analysis form called the Free Application for Federal Student Aid (FAFSA). This form is necessary to even receive any form of Federal, State and yes College specific financial aid. Many private college and some state-supported institutions may also require you to electronically complete the CSS/Financial Aid Profile form as well. This form is developed and processed by the College Board. Some Colleges will even require that you fill out their own financial aid forms that ask even more questions narrowly focused to their own unique requirements. I will place links at the end of this posting of where you can fill out both the FAFSA and CSS Student Profile.
From Standardized Need to EFC
The questions that the FAFSA and CSS Student Profile will require that you answer will be very intimate to your personal finances and how you answer them will be the vital key that determines whether your student will be able to attend an expensive private college or a local state college. A hundred or so questions such as "How much money did you earn last year" or "What is your martial status" are all designed to give the need analysis companies a clear picture of:
- Parent's available income
- Parent's available assets
- Student's available income
- Student's available assets
Having after obtained those 4 key figures the need analyst firms will then use an equation to determine what portion of your income and assets you get to keep and what portion you can afford to put toward college tuition this year. This key amount is what's called Expected Family Contribution (EFC) and is given to families on their Student Aid Report (SAR) report. The exact definition of EFC is the annual % of your family's income and assets that the Federal Government believes is available to be contributed towards your child's college education. What our research has revealed is that without utilizing the most valuable tax and financial aid strategies available based on your unique family situation most EFC calculations for families are up to 6 times larger than necessary. It is also important to recognize as well that just because your family's EFC is $16,000 a year that it does not mean Colleges will only expect for you to pay $16,000 a year. To figure out how much a College will expect you to pay out of pocket we have to examine both the cost of attendance (COA) as well as the College's financial aid policies.
From EFC to a Family's Need
Once a College has decided which students to accept, the financial aid officers get to work on putting together a package of grants, work-study, and loans that will make up the difference between what they feel you can afford to pay and what the school costs. School costs specifically include:
- Tuition and Fees
- Room and Board
- Personal Expenses
- Books and Supplies
- Travel
The difference between the cost of college and EFC will be considered your need. The key however is recognizing that a College does not and often will not fully meet your need with only grants and scholarship. Their ability to do so in fact is a function of both how desirable your student is to the College and the amount of resources they have available. This is why for those who have heard me speak and read my book always here me say that the more expensive private Colleges are the more they can fill a family's need with scholarship and grant money because they have the financial means to do so. In contrast, many families who focus on applying to state and local colleges because they're cheaper will end up paying even more because these Colleges meet a family's need with a higher proportion of subsidized and unsubsidized student or parent loans.
The last point I want to make about EFC is to make sure you recognize that for many private colleges EFC is simply one number they take into account when calculating your family's need, there is still the CSS Profile as well as any school specific forms you may have to fill out in addition to possibly other factors that will all be collectively used to calculate what your out-of-pocket costs will be. So remember, the key is to employ strategies and techniques available to minimize these financial numbers before you fill out the standardized financial aid forms as well as understanding the techniques behind how to negotiate for more financial aid once your package award is given.
